Joël Mathurin named new Director of ANTAI
By decree of the President of the French Republic dated 30 December 2025, Mr Joël Mathurin, previously Prefect of Puy-de-Dôme, has been appointed Director of the National Agency for Automated Offence Processing (ANTAI) effective 12 January 2026. He succeeds Laurent Fiscus, State Prefect, who has been appointed Inspector General of Administration.

A senior civil servant and General Engineer of the Corps of Bridges, Waters and Forests (Exceptional Class), Joël Mathurin holds a PhD in Economics and spent the first five years of his career as a junior research fellow at the French National Institute for Agricultural Research.

He then worked as a policy offer in the Financial and Economic Affairs Department of the French Ministry of Agriculture and Fisheries (1997-1999), and as Head of the Economic Policy and Business Environment Office within the same ministry's Economic and International Policy Department (1999-2001). From 2001 to 2005, he headed the Regional Plant Protection Service in the Rhône-Alpes Regional Directorate of Agriculture and Forestry.

Deputy Director for Quality and Plant Protection at the Directorate-General for Food within the Ministry of Agriculture, Food, Fisheries, and Rural Affairs (2005-2008), he was appointed Sub-Prefect of Roanne on secondment from 2008 to 2012, before serving as Secretary General of the Doubs Prefecture from 2012 to 2014.

He was then Prefect Delegate for Equal Opportunities, reporting to the Prefect of Essonne, from October 2014 to November 2016, and subsequently served as Prefect of Nièvre (2016-2018), Prefect of Doubs (2018-2021), and Prefect of Morbihan (2021-2022).

From July 2022 to July 2023, he was Chief of Staff to Jean-François Carenco, Minister Delegate for Overseas Territories, while simultaneously acting as Deputy Chief of Staff to Gérald Darmanin, Minister of the Interior and Overseas Territories. Since September 2023 Joël Mathurin had been the Prefect of Puy-de-Dôme.

Joël Mathurin is a Knight of the Legion of Honour, a Knight of the National Order of Merit, an Officer of the Order of Agricultural Merit, and a recipient of the Medal of Honour for Overseas Service Engagement.
